Biden committed ‘impeachable conduct,’ ‘defrauded United States to enrich his family’: House GOP report

President Biden engaged in “impeachable conduct,” House Republicans found in their months-long impeachment inquiry, declaring in their highly anticipated report that he “abused his office” and “defrauded the United States to enrich his family.” Fox News Digital obtained a copy of the 292-page report prepared by the House Oversight Committee, House Judiciary Committee and House Ways and Means Committee. Those panels have been leading the impeachment inquiry against Biden. “The Committees have accumulated evidence demonstrating that President Biden has engaged in impeachable conduct,” the report, which lays out evidence gathered to date, says. HOUSE REPUBLICANS REFER HUNTER BIDEN, JAMES BIDEN FOR CRIMINAL PROSECUTION AMID IMPEACHMENT INQUIRY Republicans said there is “overwhelming evidence” that Biden participated in a “conspiracy to monetize his office of public trust to enrich his family.” They alleged that the Biden family and their business associates received tens of millions of dollars from foreign interests by “leading those interests to believe that such payments would provide them access to and influence with President Biden.” The committees said the Biden family and its associates received more than $27 million from foreign individuals or entities since 2014. They also alleged that the Biden family leveraged Biden’s position as vice president to obtain more than $8 million in loans from Democrat benefactors. The loans “have not been repaid and the paperwork supporting many of the loans does not exist and has not been produced to the committees.” The Republicans said the conspiracy took place while Biden was serving as vice president. HUNTER DEMANDED $10M FROM CHINESE ENERGY FIRM BECAUSE ‘BIDENS ARE THE BEST,’ HAVE ‘CONNECTIONS’ “As Vice President, President Biden actively participated in his conspiracy by, among other things, attending dinners with his family’s foreign business partners and speaking to them by phone, often when being placed on speakerphone by Hunter Biden,” the report states. Republicans referenced in the report a 2014 dinner that Biden attended for his son, Hunter, with Russian oligarch Yelena Baturina. After the dinner, Baturina wired $3.5 million to Hunter Biden’s firm, Rosemont Seneca Thornton. Fox News Digital had previously reported that Biden attended dinners with Hunter Biden’s business associates, including Baturina, in Washington, D.C., at Café Milano in Georgetown in both 2014 and 2015. Biden also met with Jonathan Li of BHR in China in 2013. Fox News Digital also previously reported that Biden met with the chair of Chinese energy firm CEFC, Ye Jianming, in 2017. “Based on the totality of evidence, it is inconceivable that President Biden did not understand that he was taking part in an effort to enrich his family by abusing his office of public trust,” the report states. DEVON ARCHER: HUNTER BIDEN, BURISMA EXECS ‘CALLED DC’ TO GET UKRAINIAN PROSECUTOR FIRED “President Biden’s participation in this conspiracy to enrich his family constitutes as impeachable conduct,” they said. “By monetizing the Vice Presidency for his family’s benefit, he abused his office of public trust, placing the welfare of his family ahead of the welfare of the United States.” Republicans added, “He also put foreign interests ahead of the interests of the American people.” Meanwhile, Republicans in their report also said Biden used his official position to “conceal his mishandling of classified information as a private citizen.” “During his tenure as Vice President, Joe Biden removed highly sensitive classified documents from the White House, despite having no authority to do so,” the report states. FLASHBACK: HUNTER BIDEN BUSINESS ASSOCIATE’S TEXT MESSAGES INDICATE MEETING WITH JOE BIDEN Special Counsel Robert Hur investigated Biden’s improper retention of classified records for months but did not recommend charges against the president. The records included classified documents about military and foreign policy in Afghanistan, among other records related to national security that implicated “sensitive intelligence sources and methods.” But Hur earlier this year described Biden as a “sympathetic, well-meaning elderly man with a poor memory” and said it “would be difficult to convince a jury they should convict him.” The report also shifts to allegations from IRS whistleblowers, who said federal investigators allowed the statute of limitations to expire on Hunter Biden’s alleged tax crimes. “The Justice Department prevented line attorneys from conducting key interviews and pursuing important lines of inquiry,” the report states. “The special treatment for Hunter Biden, which only ceased at the onset of congressional attention on the Department’s investigation, may be a basis for impeachment, as the distortion of an official investigation was a basis in the prospective impeachment of President Nixon in 1974.” BIDEN MET WITH CHAIR OF CHINESE ENERGY FIRM HUNTER DID BUSINESS WITH IN 2017, EX-ASSOCIATE TESTIFIES The report adds, “In certain circumstances the President may be impeached for the actions of subordinate officials.” “The totality of the corrupt conduct uncovered by the Committees is egregious,” the report states. “President Joe Biden conspired to commit influence peddling and grift. Catholic Charities asks Supreme Court to protect First Amendment rights in battle against the state

A Wisconsin-based Catholic Charities group is appealing to the U.S. Supreme Court in its fight to stay exempt from a state unemployment program. Catholic Charities of the Diocese of Superior, represented by lawyers at Becket Law, has asked the Supreme Court to overturn a decision of the Wisconsin Supreme Court and is asking the high court to recognize its care for the poor, the elderly and the disabled as part of its religious mission. The Wisconsin Supreme Court ruled 4-3 earlier this year that Catholic Charities’ service to the poor and needy did not count as “typical” religious activities. The diocese’s social ministry arm is seeking to be exempt from the state’s unemployment compensation program so it can join the Wisconsin Catholic Church’s program. “Catholic Charities Bureau carries out our Diocese’s essential ministry of caring for the most vulnerable members of our society,” said Bishop James Powers, Bishop of the Diocese of Superior. “We pray the Court will recognize that this work of improving the human condition is rooted in Christ’s call to care for those in need.” FAITH UNDER FIRE: THE BIGGEST US RELIGIOUS FREEDOM STORIES OF 2023 Under Wisconsin law, non-profits that are operated for a religious purpose are generally exempt from the state’s program. But the Wisconsin Supreme Court ruled that Catholic Charities was not exempt, because it serves everyone, not just Catholics. The court said that Catholic Charities could qualify for an exemption only if it limited its hiring to Catholics and tried to convert those it served. But lawyers argue that the Catholic Church forbids Catholics from conditioning assistance on acceptance of the Church’s teachings. JEWISH, ISLAMIC GROUPS BACK UP CATHOLIC SCHOOL IN LAWSUIT CHALLENGING NEW MICHIGAN LAW “The Wisconsin Supreme Court thought it atypical of religion that Catholic Charities does not ‘attempt to imbue’ those it helps with the Catholic faith, and that it hires employees ‘regardless of religion.’ And the court held that because Catholic Charities provides services that ‘can be provided by organizations of either religious or secular motivations,’ those services do not have a religious purpose,” the petition to the Supreme Court states. “Put another way, it doesn’t matter if Catholic Charities gives a cup of water in Jesus’ name, because non-religious charities offer cups of water too.” SUPREME COURT JUSTICE NEIL GORSUCH WORRIES ABOUT AMERICANS ‘CAUGHT BY SURPRISE’ BY UNREASONABLE LAWS “That absurd result deepens a split between state courts that require religious entities to conform to stereotypes to qualify for the ‘religious purposes’ exemption and those that do not,” the petition states. “And that thrusts state governments into a thicket of First Amendment questions under the Free Exercise Clause, the Establishment Clause, and the church autonomy doctrine, not least because it forces agencies and courts to second-guess the religious decisions of religious bodies,” it continues. Catholic Charities is now asking the justices to take the case and ensure that it can receive a religious exemption from the state law like other churches in Wisconsin. “It shouldn’t take a theologian to understand that serving the poor is a religious duty for Catholics,” said Eric Rassbach, senior counsel at Becket. “But the Wisconsin Supreme Court embraced the absurd conclusion that Catholic Charities has no religious purpose. We’re asking the Supreme Court to step in and fix that mistake.” The Supreme Court could decide to take up the case as early as this fall. The Wisconsin Labor & Industry Review Commission did not immediately respond to Fox News Digital’s request for comment.
DNC kicks off in Chicago to nominate Harris-Walz as anti-Israel protesters prepare counter-rally

The Democratic National Convention (DNC) begins Monday as top Democrats travel to Chicago to celebrate the party’s presidential nomination of Vice President Kamala Harris. The convention, which will be held at the United Center in Chicago, starts Monday and runs through Thursday, when Harris will formally accept the nomination with her running mate, Minnesota Gov. Tim Walz. Anti-Israel protesters are expected to demonstrate outside the event, opposing the Biden-Harris administration’s support for Israel in its nearly 11-month war with Hamas in Gaza. The DNC said the party will celebrate the record of the Biden-Harris administration and “chart a path for the future.” DEMOCRATIC HEAVYWEIGHTS TO SPEAK AT PARTY’S CONVENTION; PREPARING FOR LARGE PALESTINIAN PROTESTS The convention will “show America what Democrats stand for and tell the story of our proven track record of delivering for all Americans,” the DNC said. “But the story is far from over,” the party says. “At the convention, Democrats will come together to build on our progress, lay out what’s at stake in this election, and unite around our shared values of democracy and freedom to create a future for all Americans.” The DNC said it is holding the 2024 nominating convention in Chicago because the city “represents the diversity of the Democratic Party and the country.” “It’s a union city that sits in the heart of the Midwest, and it’s a Democratic stronghold that was part of the ‘blue wall’ crucial to the Biden-Harris victory in 2020 and will be for a Harris-Walz victory in November,” the DNC said. The convention in 1996, where Democrats nominated President Bill Clinton and Vice President Al Gore for re-election, was also held in Chicago in the same arena. “Our convention is an opportunity to bring the story of our party to the American people — not just the story of what we’ve achieved under the Biden-Harris administration, but how the Harris-Walz ticket is planning to build on that historic record for a new way forward into the future,” said Convention Chair Minyon Moore. “The story here is simple and it’s one that will resonate with Americans across the country: Kamala Harris and Tim Walz are fighting for the American people and America’s future — Donald Trump is only fighting for himself.” The DNC announced that each night of the convention will have a theme. Monday night will be “for the people,” and speakers will present that “at its core, the Harris-Walz ticket is a ticket for the people.” Tuesday night will be a “Bold Vision for America’s Future,” and will focus on how the Harriz-Walz ticket intends to present a “brighter vision where everyone will have a chance not just to get by, but to get ahead.” Wednesday night’s theme is “A Fight for Our Freedoms,” and Thursday night’s theme is “For Our Future.” The Democrats’ convention comes nearly a month after the president’s blockbuster July 21 announcement that he was suspending his re-election bid and endorsing Harris following his disastrous performance against former President Trump, the GOP presidential nominee, in their late June debate. Biden eventually caved to the pressure, announcing the suspension of his re-election campaign just days after the Republican National Convention ended with a solidified GOP ticket of Trump and running mate, Sen. JD Vance of Ohio. Biden, in his announcement to suspend his bid for the White House, nominated his vice president to take over. Democrats desperate to keep Trump from returning to the White House quickly coalesced around Harris, who last week was formally nominated by the party in a virtual roll call. Biden is expected to address the Democratic National Convention Monday night to open the week’s events. Sources said his speech will focus on the “successes of the Biden-Harris Administration,” including “successfully overcoming a once in a century pandemic, transforming an economy that was flat on its back to the strongest economy in the world, defending democracy at home and abroad, and restoring decency and dignity to the White House.” First Lady Jill Biden will also speak to the party Monday night, along with Chicago Mayor Brandon Johnson and Illinois Gov. JB Pritzker. Former Secretary of State Hillary Clinton is also expected to speak at the convention Monday night, followed by former President Barack Obama on Tuesday and former President Bill Clinton on Wednesday. Former First Lady Michelle Obama will also speak at the convention in an effort to rally support for the Harris-Walz ticket. She’ll speak about the importance of civic engagement and voting. Also speaking at the Democratic National Convention will be Harris’ husband, Second Gentleman Doug Emhoff; Senate Majority Leader Chuck Schumer; and House Democratic Leader Hakeem Jeffries. Walz is expected to accept the vice presidential nomination on Wednesday night and address the party. Walz can showcase a slew of progressive policy victories in Minnesota, including protecting abortion rights, legalizing recreational marijuana and restricting gun access to curb shootings. Walz was elected to the House in 2006 and re-elected five times, representing Minnesota’s 1st Congressional District, a mostly rural district covering the southern part of the state that includes a number of midsize cities. During his last two years on Capitol Hill, he served as ranking member of the House Veterans Affairs Committee. Walz won election as governor in 2018 and re-election four years later. Harris will accept the nomination in a nationally televised address Thursday night. Harris has enjoyed a surge in fundraising after replacing Biden atop the Democrats’ 2024 ticket, and her July haul was more than double the funds raised last month by Trump. Visiting Israel, Blinken is stepping up US diplomatic pressure to secure a ceasefire despite continuing rifts. US Secretary of State Antony Blinken, pushing for a Gaza ceasefire on his visit to Israel, has described ongoing negotiations as “maybe the last” chance to secure the captives’ release and secure a ceasefire. Speaking in Tel Aviv on Monday, before meeting Israeli President Isaac Herzog, the top US diplomat said he was also working to de-escalate other regional tensions fuelled by the war in Gaza. Blinken is scaling up US diplomatic pressure to try and reach a deal to end the 10-month conflict after the United States put forward proposals last week in a bid to close the gaps between the warring parties. “This is a decisive moment – probably the best, maybe the last, opportunity to get the hostages home, to get a ceasefire and to put everyone on a better path to enduring peace and security,” Blinken said on his ninth trip to the region since Israel’s war on Gaza began in October. “I’m here as part of an intensive diplomatic effort on President Biden’s instructions to try to get this agreement to the line and ultimately over the line … It is time for everyone to get to yes and to not look for any excuses to say no,” Blinken added. “It is time for it to get done. It’s also time to make sure that no one takes any steps that could derail this process,” he went on to say. The US and other Western leaders have called on Iran and its allies to refrain from anticipated attacks on Israel in retaliation for the recent killings of senior members of Hamas and Hezbollah. Worldwide concern that Israel’s war will escalate into an all-out regional conflict multiplied after the assassinations last month of Hamas’s political chief Ismail Haniyeh in Tehran and Fuad Shukr, a top commander of the Lebanese group Hezbollah, in Beirut. “We’re working to make sure that there is no escalation, that there are no provocations, that there are no actions that in any way could move us away from getting this deal over the line, or, for that matter, escalating the conflict to other places, and to greater intensity,” Blinken said. The diplomat is later scheduled to meet Israeli Prime Minister Benjamin Netanyahu. Herzog, who holds a largely ceremonial role, said Israelis wanted to see the return “as soon as possible” of captives held in Gaza since Hamas snatched them during its October 7 attack. Israel’s war began after Hamas’s surprise attack. “There is no greater humanitarian objective, and there’s no greater humanitarian cause, than bringing back our hostages,” Herzog told Blinken. The US, Egypt and Qatar have been acting as mediators in a number of indirect negotiations between Israel and Hamas. The last round of talks ended on Friday in Qatar, with no resolution. It is expected to resume again in Cairo, Egypt this week. Hamas has been insisting that the ceasefire end the war permanently while Israel has said any deal should not limit it from continuing the war despite repeated US statements for the deal to end the conflict. China’s Xi holds talks with Vietnam’s new leader in Beijing

Meeting between leaders of China, Vietnam signals close ties between neighbouring states despite occasional tensions. China’s President Xi Jinping has held talks with Vietnam’s President To Lam in Beijing on his first state visit since becoming his country’s top leader, according to Chinese official media Xinhua. The meeting between Xi and Lam on Monday signals the close ties between the two communist-run neighbours, which have well-developed economic and trade relations despite occasional strains over their competing claims in the South China Sea. The visit comes just a month after Lam took over in Hanoi following the death of Vietnam’s longtime Communist Party leader Nguyen Phu Trong. China, displaying exuberance over Lam choosing China for his first official trip, said last week it “fully reflects the great importance he attaches to the development of ties between both parties and countries”. China’s top diplomat, Wang Yi, greeted Lam and his wife, Ngo Phuong Ly, when they arrived at the airport in Beijing. Photos posted by Chinese and Vietnamese online publications later showed the couple being welcomed by Xi and his wife, Peng Liyuan. Lam arrived in China’s southern Guangzhou province on Sunday for a three-day visit that will also include meetings with Premier Li Qiang and other top Chinese officials. While in Guangzhou, he visited some of the locations in China where former Vietnamese President Ho Chi Minh conducted revolutionary activities. Last December, when Xi visited Vietnam, China and Vietnam signed more than a dozen deals. The agreements, specifics of which were not announced, covered strengthening railway cooperation and development, investments in various fields and establishing communication to handle unexpected incidents in the South China Sea. In a lengthy joint declaration, both countries said they would work on cross-border railway connectivity, naming three rail projects, including one connecting mountainous Lao Cai in Vietnam’s northwest to the port city Haiphong. It also mentioned working on other projects under China’s flagship infrastructure programme, the Belt and Road Initiative, and emphasised investment cooperation in agriculture, infrastructure, energy, digital economy, green development and other fields. China and Vietnam forged diplomatic ties in 1950 and established a comprehensive strategic partnership of cooperation in 2008. That agreement was deepened five years later to include more international and regional issues of shared concern. Despite the closeness, Vietnam and China have clashed politically over disputed islands and territories in the South China Sea. In 2014, their dispute turned deadly as riots erupted between Vietnamese and Chinese workers in China, leaving more than 20 people dead.
