A Florida GOP state senator who supports legalizing marijuana has floated a bill that would prohibit people from lighting up on the streets. State Sen. Joe Gruters announced the potential legislation during a virtual news conference on Thursday, saying he wants smoking of all types and vaping in public banned for environmental and quality-of-life benefits if Florida voters approve a measure known as Amendment 3, which would also legalize marijuana for adults. Smoking in indoor workplaces is already banned in the Sunshine State, while cities and counties have the ability to restrict smoking at beaches and parks that they own. DESANTIS OUTLINES DRUG SMUGGLING POLICY: CUT THROUGH THE WALL, END UP ‘STONE-COLD DEAD’ “As a member of the Senate in Florida and the guy who — I’m not a big fan of smoking of any kind anywhere — I think it infringes on my quiet enjoyment when I’m out in public. And what we don’t want to see is what’s happened in Vegas, in New York with smoking on the streets,” Gruters said, per NBC2. “The main feedback I got, because obviously, when I came out for Amendment 3, was, nobody likes the smoke, right? People don’t want to go outside and smell it. They don’t want to see it in public places.” Amendment 3, which Gruters supports, is an upcoming vote allowing anyone 21 years or older to possess, buy or use marijuana products for personal, non-medical use, Fox 13 reports. The amendment would also allow Medical Marijuana Treatment Centers and other licensed entities to sell products for this use. MARIJUANA LEGALIZATION MOVEMENT LINKED TO A ‘MASSIVE INCREASE’ IN MENTAL ILLNESS IN US, DOCTOR WARNS If passed, Gruters’ proposed bill on all types of smoking would see it banned in all public spaces, including streets, sidewalks and parks from July 1. State Sen. Darryl Rouson, a Democrat, plans to co-sponsor the bill. Common areas, both inside and outside, of schools, hospitals, government buildings, apartment buildings, office buildings, lodging establishments, restaurants, transportation facilities and retail shops will all fall under the bill. Gruters, the former Republican Party of Florida Chair and Florida’s current Republican National Committeeman, said the bill was a starting point in the legislative process and part of a broader effort to establish guardrails to protect the public if Amendment 3 becomes law. “This is easy to do. This is well within our authority. I think we can get ahead of this. That is the whole purpose of the bill. It is very simple,” Gruters said, per NBC Miami. Gruters’ support of Amendment 3 puts him at odds with Florida Gov. Ron DeSantis, who opposes Amendment 3, saying similar measures have failed in other states. “You go to places like Denver and it smells like marijuana,” DeSantis said in July, per Fox Baltimore. “It’s not been good for quality of life.”

BIDEN ENDS BID FOR SECOND TERM IN WHITE HOUSE AS HE DROPS OUT OF HIS 2024 REMATCH WITH TRUMP Just over a month ago, Biden was considered the presumptive Democratic presidential nominee, having won each Democratic primary race unchallenged. But after a disastrous debate performance against former President Trump in June, Democrats began mounting a pressure campaign for Biden to suspend his re-election bid. Biden eventually caved to the pressure, announcing the suspension of his re-election campaign just days after the Republican National Convention finished with a solidified GOP ticket of Trump and his running mate, Sen. JD Vance of Ohio. The unprecedented announcement to exit the race came as an increasing number of Democratic lawmakers and top Democrats began to publicly call for Biden to step aside. The party’s leadership was also engaged in efforts to convince Biden, 81, he could not win in November’s general election against Trump. Biden quickly offered his “full support and endorsement” for Harris to take over as the party’s presidential nominee. Former Secretary of State and twice-failed presidential nominee Hillary Clinton will address the Democratic National Convention Monday night as well. Clinton was the first woman to be a presidential nominee for any major political party in 2016. CLINTONS ENDORSE KAMALA HARRIS HOURS AFTER BIDEN DROPS OUT Trump, though, won the 2016 presidential election. If Harris wins in November, she would become the first female president of the United States. Former President Obama is expected to address the Democratic National Convention Tuesday night. Sources told Fox News Digital it was a group of Obama allies and former advisers that helped to lead the charge in calling on Biden to drop out of the race, including his former adviser, David Axelrod; George Clooney, a personal friend of the Obamas; and others. Obama, who had Biden as his vice president for two terms, ultimately endorsed Harris after Biden exited the race but not immediately. BARACK, MICHELLE OBAMA ENDORSE KAMALA HARRIS FOR PRESIDENT AFTER DAYS OF SILENCE At first, Obama declared that the party would be “navigating uncharted waters” but said he had “confidence” that the Democratic Party would “be able to create a process from which an outstanding nominee emerges.” The process, though, seemingly was just top Democrats publicly rallying around Harris and a surge in grassroots donations in the hours following the announcement of her presidential campaign. Obama has called Harris a “happy warrior.” Former President Clinton is expected to address the Democratic National Convention Wednesday night. The Clintons endorsed Harris quickly after Biden exited the race. “We join millions of Americans in thanking President Biden for all he has accomplished, standing up for America time and again, with his North Star always being what’s best for the country,” they said in their joint statement. “We are honored to join the President in endorsing Vice President Harris and will do whatever we can to support her.” Clinton’s speech is expected to come just before Minnesota Gov. Walz was elected to the House in 2006 and re-elected five times, representing Minnesota’s 1st Congressional District, a mostly rural district covering the southern part of the state that includes a number of midsize cities. During his last two years on Capitol Hill, he served as ranking member of the House Veterans Affairs Committee. Walz won election as governor in 2018 and re-election four years later. Vice President Kamala Harris will formally accept the Democratic presidential nomination on Thursday night and address the party and the nation for the first time. Biden-Harris admin says crime is down, but independent data shows violent crime up across 66 cities

While the Biden-Harris administration touts preliminary data published last week from a coalition of cities as evidence of reduced violent crime under its watch, a crime data expert tells Fox News Digital his analysis of crime reporting data shows violent crime is actually increasing compared to levels prior to the COVID-19 pandemic. “Americans are safer today than when Vice President Harris and I took office,” according to President Biden’s office in a statement. “We can’t stop now. That’s why I will continue to urge Congress to fund 100,000 additional police officers and crime prevention and community violence intervention programs, and make commonsense gun safety reforms such as a ban on assault weapons.” The Major Cities Chiefs Association (MCCA), which has been publishing year-by-year data stats on crime in 69 major cities across America since 2014, has released a preliminary data set showing violent crime levels dropped from January to June 2023 compared to 2024 levels, with 3,124 violent crime incidents in 2024, down from 3,783 in 2023. PUBLIC SAFETY GROUP FINDS FBI VIOLENT CRIME DATA IS HIGHER THAN INITIALLY REPORTED Laura Cooper, executive director for MCCA, told Fox News Digital they request violent crime data from their member agencies, which include only the largest police departments across the U.S. This data is shared voluntarily every quarter by the departments themselves. MCAA does not use public or open-source data and only includes participating agencies. However, when examining a longer time frame rather than just year-to-year comparisons, the data — potentially affected by underreporting or changes in crime classification — reveals crime is actually trending upward. “If you compare pre-COVID, like we’re trending in the right direction, but aggravated assault is still up over 16% from from 2019,” Cooper said. “That’s sizable. And especially when people are feeling unsettled by crime, aggravated assault is a better barometer of sentiment, when it comes to crime than the homicide numbers. Homicide is still up since 2019.” According to an Axios review of MCAA’s data, the outlet reported a 6% overall decrease in violent crime across 69 cities during the first half of 2024 compared to the same period last year from the MCCA data. The review found that 54 of these cities reported reductions in violent crimes — such as homicide, rape, robbery, and aggravated assault — during the first six months of 2024. TIM WALZ, KAMALA HARRIS’ NEW RIGHT-HAND MAN, ECHOES LEFT-WING CRIME POLICIES The survey covers Albuquerque, New Mexico; Arlington, Texas; Atlanta, GA; Aurora, Colorado; Austin, Texas; Baltimore; Boston; Buffalo, New York; Charlotte-Mecklenburg, North Carolina; Chicago; Cincinnati; Cleveland; Columbus, Ohio; Dallas; DeKalb County, Georgia; Denver; Detroit; El Paso, Texas; Fairfax County, Virginia; Fort Worth, Texas; Fresno, California; Honolulu; Houston; Indianapolis; Jacksonville, Florida; and Kansas City, Missouri, among others. However, the independent public policy group, the Coalition for Law, Order, and Safety (CLOS), argues that according to their analysis, violent crime is up across 66 major cities. CLOS’s January to June 2019 data for that same period in 2024 suggests there was a 9.6% increase in total violent crime, with aggravated assault up nearly 25% and murder up by 6.4%. “The problem is in this game of telephone, the agencies don’t always submit correct data or possibly the MCCA creates a typo, or gets the data mangled,” Sean Kennedy, the executive director for CLOS told Fox News Digital. “So, that becomes a problem where you see data not matching what the law enforcement agency publicly reports.” TIM WALZ EXPANDED VOTING RIGHTS FOR FELONS, KAMALA HARRIS ONCE FLOATED GOING EVEN FURTHER “The most flagrant example is publicly on the Philadelphia website,” Kennedy said. “There are twice as many murders in Philadelphia in the period they’re describing than what the MCCA reported.” CLOS’s violent crime data, shared first with Fox News Digital, excludes Oklahoma City, LA County Sheriff, New Orleans and St. Louis County due to missing data. “The data sets are fallible,” Kennedy said. “There’s no perfect data. The FBI data is not perfect. The MCCA data is not perfect, even the law enforcement agency data isn’t perfect. They’re all trying to get an approximation of what the trend lines and the volume of crime is in United States, so you can look at your local area and what the local numbers look like, what the local factors are, and then say, ‘Does this trend hold elsewhere?’” SCATHING REPORT REVEALS BIDEN-HARRIS ADMIN RELEASED DOZENS OF MIGRANTS ON TERROR WATCHLIST INTO US One example, Kennedy said, is that Washington, D.C., has not become safer compared to the first six months of Biden’s term, contrary to the Axios analysis. The number of murders has remained unchanged, while rapes have actually increased in the first half of 2024 compared to 2021, according to CLOS data. CLOS reported there were 1,025 robberies reported in the first six months of 2024, up from 817 in the same period of 2021, indicating a rise in robbery rates. Although aggravated assaults have dropped from 755 to 538, this decrease is modest compared to historical levels. Overall, though, violent crime in Washington, D.C., has slightly increased, with a total of 1,744 violent crimes reported in the first half of 2024 compared to 1,747 in 2021. This suggests that while crime has decreased from the previous year, it is still higher than during Biden’s initial six months in office. “Some of the numbers do make sense in the context, for example, of robbery, when you compare these numbers are actually in some categories will be worse in if you compare 2020 the first half of 2020 to the first half of 2024, and it makes total sense, if you know what you’re looking at, and that is in the first half of 2020, robberies generally went down in a lot of jurisdictions because of COVID,” Kennedy said. “Basically, you can’t mug people if they’re not there.”

California Gov. Gavin Newsom signed a bipartisan package of 10 bills on Friday in an effort to reduce smash-and-grab robberies and property crimes, creating stricter penalties for repeat offenders and people running professional reselling schemes. The Democratic governor was joined by a bipartisan coalition of state lawmakers, business leaders and local officials at a Home Depot store in San Jose. “Let’s be clear, this is the most significant legislation to address property crime in modern California history,” Newsom said on Friday. “I thank the bipartisan group of lawmakers, our retail partners, and advocates for putting public safety over politics. While some try to take us back to ineffective and costly policies of the past, these new laws present a better way forward — making our communities safer and providing meaningful tools to help law enforcement arrest criminals and hold them accountable.” This comes as Democratic leadership works to show they are tough on crime while at the same time urging voters to reject Proposition 36, a ballot measure that would impose felony charges for repeat shoplifters and some drug charges and create harsher sentences for these crimes. MOB OF TEENS FILMED ASSAULTING MAN, BREAKING HIS LEG – ‘THIS IS WHAT LA HAS COME TO’ Large-scale, smash-and-grab thefts, in which groups of people rush into stores and steal items in plain sight, have become a huge issue in California and other states in recent years, as the incidents in many cases have been captured on video and posted online, bringing national attention to the rise of retail theft in the Golden State. The legislation allows prosecutors to combine the value of items stolen from different victims across various counties to help meet the threshold for felony grand theft and enforce harsher penalties for smash-and-grabs and large-scale reselling operations. “This goes to the heart of the issue, and it does it in a thoughtful and judicious way,” Newsom said of the package. “This is the real deal.” While the package received bipartisan support from the Legislature, some progressive Democrats did not vote for it over concerns that some of it was too punitive. The legislation also aims to address cargo thefts and to close a legal loophole to make it easier to prosecute auto thefts regardless of whether the vehicle was locked and requires marketplaces like eBay to begin gathering bank account and tax identification numbers from high-volume sellers. Under one measure, retailers may also obtain restraining orders against convicted shoplifters. PROSECUTOR SUES LOS ANGELES DA FOR RETALIATION AFTER HE WAS PUNISHED FOR ‘MISGENDERING’ CHILD PREDATOR “We know that retail theft has consequences, big and small, physical and financial,” said Democrat state Sen. Nancy Skinner, who authored the bill on online marketplaces. “And we know we have to take the right steps in order to stop it without returning to the days of mass incarceration.” Earlier this year, Newsom and fellow state Democrats worked for months on an unsuccessful effort to keep Proposition 36, a tougher-on-crime initiative, off the ballot for November’s election. Democrats feared the measure would disproportionately criminalize low-income people and those with substance issues instead of targeting ringleaders who hire large groups of people to steal goods for them to resell online. Newsom said Friday that the ballot measure would be “a devastating setback” for California, comparing it to the ongoing War on Drugs that aims to combat illegal drug use through harsher penalties and lengthier incarceration for drug offenders. “That initiative is about going back to the 1980s and the War on Drugs,” he said. “It’s about mass incarceration.” The issue of crime has appeared difficult for state Democrats to manage in recent years, as many of them have spent the last decade pushing progressive policies to depopulate jails and prisons and invest in rehabilitation programs. Newsom’s administration, meanwhile, has also spent $267 million to help local law enforcement agencies increase patrols, purchase surveillance equipment and prosecute more criminals. The issue hit a boiling point this year amid mounting criticism from Republicans and law enforcement, who point to viral videos of large-scale thefts where groups of individuals brazenly rush into stores and take goods in plain sight. Voters across the state are also vexed over what they see as a lawless California where retail crimes and drug abuse run rampant as the state grapples with a homelessness crisis. The California Retailers Association said it is difficult to quantify the issue of retail crime in California because many stores do not share their data, but tough-on-crime proponents cite major store closures and products like deodorant and toothpaste being locked behind plexiglass as evidence that the issue has become a crisis. According to a study by the non-partisan Public Policy Institute of California, Los Angeles and the San Francisco Bay Area suffered a steady increase in shoplifting between 2021 and 2022. The California Highway Patrol has recovered $45 million in stolen items and arrested nearly 3,000 people since 2019. The Associated Press contributed to this report.
