In a written reply in the Lok Sabha, Nitin Gadkari said that the process involved various stakeholders including automobile manufacturers, component makers, and testing agencies.
In a video post on social media, the prime minister said that the issue of question paper leaks had plagued governments at both the Centre and the states for decades and threatened to destroy the future of students.
Shah said the new law will provide stringent punishment for attempts to tamper with the fairness of the merit-based examination system and help students fulfil their aspirations.
