The Federal Emergency Management Agency hasn’t started helping local governments or individuals, while philanthropic response lags compared to last year’s flood.

The request comes after Gov. Greg Abbott directed the Public Utility Commission of Texas and Electric Reliability Council of Texas to further regulate data centers’ use of the power grid.
